Take and give or give and take:  You can do both, or you can do one or the other.  I ran across this website which seems to have two purposes:

  1. give a clue
  2. get a clue

And, the best clue I can give you about #1 and #2, is that they are free and are for all practical purposes user driven and to take part one has only to follow a few simple rules:  You are allowed to access the clues from a list or you can access them in a random fashion by clicking on the RANDOM button;  you may log in though a Twitter® account or other method and choose several ways to efficiently use the system and you can add your own clues and place remarks on how successful your use of a clue might have been and vote on your favorite or favorites.

Whatever success you have, remember it’s free, therefore there is little use in complaining.  Here is the link to ClueDB and while I have no clue as to what DB designates; were I to suggest an answer, I’d choose DataBase.
